Since normal dragon breath is hot enough to melt stone (Harrenhall), it wouldn't surprise me if ice dragon breath was cold enough to freeze things solid - like a blast of liquid nitrogen.

Make weapons, right? Thing is, Real World obsidian is pretty brittle and takes skill to work. So in GoT, you could take a batch, melt it down and pour it into arrowhead molds or maybe short daggers. All this pre-supposes that the smith was brought in to specifically work Valyrian steel. It could easily be that the mastersmith was brought in earlier to make pretty lions on Lannister armor (or dragons on Targ armor) and his additional ability wasn't important until Tywin remembered it.
