Would he need to? He doesn't seem to need language to control the wights.

Dany doesnt say it every time. She doesnt even tell Drogon which way to fly or when to let her climb down. I am assuming the Dragons read her thoughts and feelings.

I've heard somewhere that, in the GoT universe, dragons are at least as intelligent as humans (maybe GRRM said it?) Anyway, that would explain a lot of their behavior.
