Maybe Varys was indeed the hand behind the Catspaw Assassin, but his intent was to keep peace in the realm. Killing Bran before he could talk would eliminate a possible source of conflict within the Seven Kingdoms.

(Note also that when Varys actually handles that dagger, he does so expertly...)
You have a good point about Bran. But what if he never awoke or didn't remember? (Which he didn't but noone knew he wouldn't). They didn't know who pushed him. Pegging an assasins on the Lannisters' secured the start of the war better.

Did LF help send the assassin though? I thought it was Cersei/Jaime so why would they have his dagger?

I rewatched the scene where LF betrays Ned, and it seems like LF just takes it off Ned and puts it to his throat. I think Ned had it on his waist. Ned was distracted by the fighting happening in front of him

Given how that thing gets around and it's picture in Sam's book, I'm surprised there's not a prophecy or curse attached to it.

To shift the blame from him to the Lannisters and, in turn, making the Starks and the Lannisters enemies.
